实施细则从申办条件、激励条件、申请的提出、家属随迁和轮候等几个方面作出了进一步明确和细化。
不过，这个细则一出台，就受到部分网民的抨击，指其歧视农民工。
今年 2 月份出台的这个试行办法对于居住证转户籍设置了五道门槛。
五道门槛
为了申办上海常驻户口，居住证持有人必须满足 7 个条件：持有上海市居住证累计满 7 年；参加上海市社保满 7 年；依法纳税；具有中级或技师以上职资；未违反计划生育政策，无犯罪记录。
